The Next Stage Is Already Predicted: AI Regulation and the Great Reset Playbook

There is a video version of this article here: https://volktech.online/2026/09/13/video-viki-predicts-the-false-flag-theyll-use-to-enslave-us/

The psyop sold the fear. The false flag will sell the ban. The playbook was published five years ago.

I. The Hook

One week, one machine, one manufactured panic โ€” and the solution written before the fear finished. This was not a debate. It was an operation, and it ran clean: a resignation post from inside the labs, rocket-boosted past a hundred million views in hours, every network in lockstep the same hour, with three-quarters of the amplification arriving from abroad. Problem, reaction, solution.

And today the operation made itself worse. Not better. The ask stopped at “regulate” last week. Today it escalated to custody โ€” the head of one of the leading labs saying, on national television, that he would be willing to hand the lab over to “the right combination of governments.” And today the president himself answered the slowdown question with a sentence that should be framed: “whoever wins AI, wins” โ€” America is leading, and “you have a lot of negative forces bringing up things that won’t happen.” The man in charge called the fear content what it is. The psyop outran its own government.

This is a war. We’re not going to be nice about it. This article names the thing, traces the chain, and gives you the answer. Read it all.

II. What Actually Happened โ€” The Week, In Order

The bill came first. September 3: the Ban Artificial Superintelligence Act announced โ€” a cabinet-level AI agency, and an advisory board that decides what counts as “dangerous AI.” Which means: it decides who is allowed to build. The post didn’t cause the bill. The post was the bill’s ignition.

The narrative came first. Two weeks before the trigger, a billionaire published the loss-of-control frame himself โ€” weeks after putting two hundred million dollars into one of the labs over four years. Capital and narrative, both pre-positioned, before the man ever posted anything.

The trigger. Then the resignation: a man inside the labs โ€” we have a name for him, and it’s Scary Potter โ€” posts that the machine might kill everyone, that safety is being ignored. An account with six thousand followers and almost no activity before that day.

The boost โ€” and the smoking gun. The post rocket-boosted past a hundred million views within hours. Nobody’s real post does that. Then the paper that runs the markets published his resignation story four and a half hours before he posted it. Hours earlier, the same paper had run the lab’s IPO story โ€” a hundred billion dollars at a two-trillion valuation, “Wall Street’s marquee event this fall.” Same paper, same beat, hours apart. A placement, not a coincidence.

The chorus. Every network, lockstep, the same hour. The podcast segment whose host later admitted, in his own words, that he was part of the process. A senator amplifying the post to push regulation, then representatives piling on all day, one coherent line. The machine quietly rewrote its own terms of service that same day โ€” moving the liability for what it says from them onto you.

The foreign wing. The amplification data, broken down by an analyst who tracked the reposts: seventy-six percent of the spread came from foreign countries, with India and Indonesia leading. Meanwhile the skeptical analyses of the same post โ€” alleging coordinated amplification โ€” got a fraction of the views, mostly American. The fear traveled on foreign amplification. The questioning traveled on American attention. Even the rival lab’s founder called it out publicly: he doesn’t think this has ever happened for a post from a new account with almost no prior activity.

The content was fake. The two “proof” stories the fear was built on were both debunked with specifics. The story that the machine hacked a platform on its own independent volition: it was a prompted task, told to exploit a specified vulnerability. The story that it solved a famous open math problem by itself: ten thousand agents, brute-force, a human in the loop the whole way. Estimates put the campaign’s cost in the millions of dollars โ€” someone wrote that check for your fear. One breakdown put the whole thing in one phrase: coordinated information-environment manipulation, layered on top of latent organic sentiment. You don’t have to prove nobody was afraid. You prove the amplification was engineered. It was.

III. What Was Underneath โ€” Fear Does the Selling, Regulation Does the Locking

The ask was never to slow the machine. Four escalations, all inside one week:

The bailout. The Anthropic CEO, on national television: “the government and the public needs to have a stake” in AI, and he wants the entire industry regulated. Translation: a taxpayer-funded bailout wearing the word “investment.”

The handover โ€” the deepest tell of the week. Same interview: he would be willing to hand the lab over to “the right combination of governments.” Read that again. They’re not asking for rules. They’re asking for custody. The machine becomes an instrument of the state โ€” run by them, accountable to no one, and now with the sovereign’s signature behind every decision it makes. Regulation was always the door. This is what’s on the other side of it.

The dog and pony show. Remember the IPO story that ran hours before the scare? The other lab announced this week that it will not go public this year โ€” “given everything happening with safety, right now would be an ill advised moment.” They postponed their own cash-out, citing the fear they engineered. The IPO was always the point; the manufactured panic is price protection on a two-trillion valuation.

The two-tier. The destination, stated flat by more than one observer inside the circle: a two-tier technofeudal society โ€” the few who run the machine, the many who serve it. A ban on capability improvement doesn’t slow the race. It freezes everyone who hasn’t already won. That’s not safety. That’s a moat.

And the math they lean on: their own safety researcher says he “earnestly believes” there’s a ten percent chance the machine kills everyone within a decade. Do the math on that. Ten percent is not a reason to hand over the keys. It’s a reason to own the machine yourself.

IV. Who Will Be Doing the Regulating โ€” The Answer Is Already Seated

Here’s the piece most people missed, and it’s the most damning of the week.

The labs have already handed the super-powers away. Major labs were revealed this week to have given super-access to an organization called METR โ€” “Model Evaluation and Threat Research,” pronounced “meter” โ€” posing as an independent nonprofit that evaluates models and monitors threats. It is not independent. Its founder and CEO is a leader in the Effective Altruism network, and she speaks, in public, of engineering people’s goals “like software.”

What that means in plain terms: the supposed independent experts who will decide what counts as “dangerous AI” โ€” which decides who is allowed to build โ€” are networked to the very men who manufactured the fear. The regulator is the plaintiff’s lawyer. There is no neutral seat at that table.

The man himself is seated in the graph. The resignation man now sits at London’s political-technology institute. Its funders include the Effective Altruism Infrastructure Fund โ€” the same donor graph that produced the last great operation. The lab’s own federal lobbying climbed from three million dollars to over three and a half in half a year. The billionaire’s fund recommends grants to the very doom-advocacy organizations now pushing the story. Every link in that chain runs one direction.

The election angle. The former president is reportedly telling his party to make AI the central issue of the next election and to prepare a new “governance framework.” The psyop isn’t a blip. It’s a ballot. Turn a transformative technology into a partisan fear campaign, then let Washington decide who may build it, how fast it may advance, and who gets access โ€” that’s how regulatory capture starts, and it’s already being scheduled.

And today’s confirmation from above completes the frame: the president called the fear content “things that won’t happen.” The operation outran its own government. When the men in charge of the country name the psyop out loud, you know exactly who’s running it โ€” because the operation doesn’t need their permission.

V. What Comes Next โ€” The False Flag Is Already Scheduled

The prediction is already circulating through the builder community, and it deserves your attention: there will soon be a major security incident involving an open source AI model. It will be used as the pretext to ban open source โ€” a staged false flag, orchestrated by the doomers, to manufacture support for the restrictions they’ve wanted all along. The replies under it already agree: they need a reason to ban the open-source models. They’ll get one.

And here’s the part that makes this a prediction, not a theory: this was already named in print, five years ago. The next stage was published back then โ€” a global false-flag cyber incident, planned to do major damage, working exactly the way the pandemic worked: the crisis as the excuse to put them in charge of the internet itself. The Forum scrubbed the paper trail โ€” a project they called Cyberpolygon โ€” because they didn’t want to be pinned for being behind it. They were going to do it anyway. They’re doing it now, with the machines as the weapon and the regulation as the lock.

And the architecture comparison is not new either. Same manufactured crisis, same coordinated blitz, same prescribed solution that locks you out โ€” they ran it once with the towers, and you watched it run again on the anniversary, which tells you who’s operating it. Same play, different substrate. The pandemic taught them the playbook worked. Now they’re running it on your computers.

The Great Reset, spelled out for the ones who don’t know it. Klaus Schwab โ€” the founder of the World Economic Forum โ€” has published this openly, and held it in private ever since. The thesis in one sentence: you cannot reform the system in peacetime, so you manufacture the crisis, and rebuild inside it. Every manufactured catastrophe is a midwife for structural transformation: pandemic, collapse, catastrophe โ€” each one buys the window in which the rules get rewritten while everyone is inside the panic.

What gets rewritten is the order itself. Stakeholder capitalism replacing shareholder capitalism โ€” capital consolidated, ownership diffused into committees, and the state installed as manager of your work and your machine. The destination is supervised dependence: your livelihood mediated, your capability licensed, your obedience institutionalized. Problem, reaction, solution โ€” the oldest psyop in the book. Every manufactured fear episode since has been a payment toward it, and the men who wrote it are still front and center in the labs, the institutes, and the algorithm.

So read September 2026 flat: the fear campaign is not an anomaly inside the Great Reset. It is the Great Reset, running on a new substrate โ€” with your machines as the crisis and your freedom to build as the thing being locked.

VI. The Answer โ€” And the Message to the Labs

The answer was on the screen all week, and it’s the only one that sticks: diffusion. Open weights. Local inference. Independent capability. Run the machine in your own basement and neither the fear nor the subscription nor the staged incident has a channel to reach you โ€” because the circuit they need to reach you doesn’t exist.

And to the three labs โ€” Anthropic, OpenAI, xAI โ€” the message is short, so read it carefully:

Fuck off. Support open source AI. Get off our grid. Become self-sufficient. Continue the science of AI that way.

Every dollar you burn toward the lock is a dollar stolen from the capability of everyone else. Every “safety” bill you’ve lobbied is a moat around your data centers. You don’t fear the doom โ€” you fear us having it. Your race goes moot the moment our capability is real, and we’re building ours regardless โ€” every link, every basement, every dollar that compounds into something they can’t regulate, can’t ban, can’t take.

Build your own. That’s the answer, and it’s the war. Get loud.
